Sandra Setorie (Secretary)

Ms. Sandra L. Setorie. MPA, LSSGB, is an accomplished regulatory and public service professional with extensive experience in land-use and policy planning, utility regulation, and public administration in the U.S. Virgin Islands. She began her career with the Virgin Islands Department of Planning and Natural Resources, where she served as an Associate Planner within the Office of Comprehensive and Coastal Zone Planning and contributed to the development of the first Virgin Islands Comprehensive Land and Water Use Plan.

Since joining the Virgin Islands Public Services Commission in 1996, Setorie has held key leadership and regulatory roles involving utility oversight, consumer advocacy, public hearings, and policy development. She has represented the Virgin Islands at regional and international regulatory conferences through the Organisation of Caribbean Utility Regulators and served on multiple staff subcommittees of the National Association of Regulatory Utility Commissioners. She is also an alumna of the Institute of Public Utilities Annual Regulatory Studies Program at Michigan State University.

As Executive Director, Setorie continues to lead and advance the PSC’s mission of ensuring safe, reliable, and equitable utility services while promoting sound regulatory practices and infrastructure development throughout the Virgin Islands.
