The United States Virgin Islands Public Services Commission (“Commission” or “PSC”) is seeking Statements of Qualifications (SOQ) from qualified environmental, engineering, and management consulting firms.

INTRODUCTION

The Commission is seeking Proposals to serve as technical consultants to the Commission in four areas:

  • Electric Utility Services
  • Potable Water (Drinking Water) Services
  • Solid Waste (including all forms of municipal waste) Services; and
  • Wastewater Services

Interested parties may submit qualifications for any or all of the identified services.

BACKGROUND

The Commission is required to conduct a rate investigation at least once every five years of the regulated utilities. In the performance of those reviews, the Commission staff interprets public utilities local and federal regulations, conducts hearings, and renders recommendations regarding: (i) expansions of services (ii) capital investments; (iii) retirements, replacement and rehabilitation of existing facilities; compliance with territorial and federal laws and regulation. The goal is to present advice on the formulation of an appropriate decision and order(s) by the PSC. To accomplish that goal, the consultants are expected to provide advice, analysis and testimony to the relevant Hearing Examiner(s) and the Commissioners.

The Commission will review qualifications and select consultants to engage in each of these areas to work on the investigations scheduled to begin in the current year. Those investigations will include:

February 2025 – Franchised Ferries (St. Thomas – St. John), Docket 691

March 2025 – Waste Management Authority– Solid Waste System, Docket 708

April 2025 – Water and Power Authority – Electric System, Docket 706

July 2025 – Waste Management – Wastewater System, Docket 707

August 2025 – Water and Power Authority – Water System, Docket 700


The Commission is not seeking, or expecting, team responses or expertise in every aspect of each area. The Commission anticipates that all services will be on an as-needed or on-call basis.

SCOPE OF SERVICES

The services to be provided by the Consultants will include:

  • Assist Commission staff and the Hearing Examiner in identifying issues, existing facilities, planned facilities, and testimony and data requirements;
  • Review and comment on the written and supporting documents and evidence submitted, and recommendations, supporting documents and evidence presented at the hearing;
  • Prepare or assist in the preparation of testimony or analysis of utility submissions; and
  • Make recommendations on findings of fact and conclusion of law.

The Commission has additional authority, comparable to the Public Utility Regulatory Policies Act (PURPA), in the Small Power Production and Co-Generation Act (Title 30, Chapter 2). MINIMUM REQUIREMENTS

Consultants must meet the following minimum requirements to be considered responsive to this notice:

  • • A minimum of five years of experience in one or more of the following areas:
  • Engineering
  • Accounting
  • Legal (Attorney)
  • Relevant, applicable experience, which must be detailed in your response.

One (1) electronic copy of the applicant’s statement of qualifications shall be submitted electronically to psc.info@psc.vi.gov or one hard copy and an electronic media copy in enclosed in an envelope, sealed, addressed and mailed to the Office of The Executive Director, Virgin Islands Public Services Commission, P. O. Box 40, St. Thomas, VI 00804-0040 no later than 5:00 p.m. AST on Friday, April 25, 2025.
