L. Nigel Burgess is Director of Utility Regulation at the Regulatory Authority of Bermuda (RA), where he leads the development and execution of regulatory frameworks across the electricity and fuels sectors. He previously served as Head of Regulation, overseeing multidisciplinary teams across electricity, electronic communications, submarine cables, and fuels regulation. With over 20 years of experience spanning engineering, infrastructure strategy, and economic regulation, he specialises in designing risk-informed regulatory systems that promote financial sustainability, market stability, and long-term energy transition objectives.
Under his leadership, the RA’s regulatory approach integrates traditional oversight with strategic market stewardship — addressing cost pressures, investment sustainability, infrastructure modernisation, and system resilience across rate case review, integrated resource planning, and licensing framework development.
Mr. Burgess played a central role in shaping Bermuda’s electricity regulatory architecture and served as technical lead for the island’s first Integrated Resource Plan. He has led major policy initiatives including retail tariff reform, bulk generation procurement rules, and the launch of the region’s first offshore floating solar and offshore wind solicitations. He is currently spearheading a comprehensive regulatory framework for Bermuda’s fuels sector, covering pricing methodologies, licensing, service standards, and cost-of-service oversight.
A Chartered Electrical Engineer, Mr. Burgess brings a systems-based perspective to regulation, integrating governance, infrastructure risk, and policy design in evolving global energy markets.
