Dr. Marsha Atherley-Ikechi

Dr. Marsha Atherley-Ikechi is the Executive Director of the Organisation of Caribbean Utility Regulators (OOCUR), where she leads the strategic development and operational execution of the organization.

Dr. Atherley-Ikechi brings over 20 years of experience in utility regulation, with demonstrated expertise in advancing renewable energy adoption and sustainable development across Caribbean small island states. Prior to joining OOCUR, she served as Chief Executive Officer of the Fair Trading Commission of Barbados, where she provided strategic direction across consumer protection, fair competition, and utility regulation. Her tenure saw significant achievements including the establishment of renewable energy feed-in tariffs, development of template power purchase agreements, and approval of storage tariffs that accelerated renewable energy penetration in Barbados.

She previously served as Director of Utility Regulation at the Fair Trading Commission (2015–2021), advising on rate-making and service quality determinations for the water, telecommunications, and electricity sectors. Under her leadership, the team established the first resource-based renewable energy tariffs in the region.

Dr. Atherley-Ikechi is actively engaged in regional and international regulatory forums. She serves as Chair of the CARICOM Working Group on the Regional Utility Regulator Feasibility Study, is a member of the International Steering Committee for the International Confederation of Energy Regulators (ICER), and is a mentor with Women in Energy.

She holds a Ph.D. in Chemical Engineering from the University of the West Indies, St. Augustine, an M.Sc. in Renewable Energy Management (with Distinction) from the University of the West Indies/University of Flensburg, and an M.Sc. in Environmental Engineering from Newcastle University, United Kingdom.
